I. CONDITIONS FOR DISTRIBUTION OF ALCOHOL PRODUCTS

1. Being an enterprise set up under the provisions of law and having registered business lines for wholesale distribution of alcoholic beverages or trading in alcohol;

2. Having a fixed place of business and clear address, meeting the technical requirements and equipment as prescribed;

3. Having a distribution system for alcohol products in two or more provinces (in each province, there must be one liquor wholesaler);

4. Having the introduction letter, sale and purchase contract of alcohol-producing organizations or individuals or other distributors of alcoholic products;

5. Having warehouses (or warehouses) owned or co-owned under joint venture or capital contribution contracts; or have a warehouse lease contract suitable to the business scale of the enterprise (at least the total area must be 150 m2 or more) to meet the requirements of preserving the quality of alcohol products during the storage period;

6. Having written commitments of enterprises on the satisfaction of all requirements on fire prevention and fighting according to the provisions of law.

7. Having an enterprise’s written commitment on ensuring compliance with environmental protection conditions in accordance with the provisions of law.

II. DOSSIER COMPONENT

1. An application for a liquor wholesaler license (made according to a set form);

2. A copy of the enterprise registration certificate or equivalent legal paper.

3. A copy of the lease / lease contract or document evidencing the lawful use right of the establishment where the warehouse is located, the place where the liquor is sold and the sale of the liquor consumed on the spot (if any) as prescribed.

4. A copy of the paper on the receipt of the regulation conformity announcement or the certificate of conformity of food safety (for alcohol not yet subject to technical regulation) of the expected liquor product.

5. A copy of the principle contract, confirmation letter or written commitment to participate in the liquor distribution system of the liquor wholesalers; copy. Licenses for wholesale of liquor by traders participating in the distribution system of enterprises applying for licenses. 6. Documents related to alcohol suppliers:

a / Copies of the introductory or principal contracts of the liquor traders or foreign liquor suppliers, clearly stating the types of liquors which are expected to be traded in conformity with the operation of alcohol suppliers;

b / In cases where liquor suppliers are domestic traders, they must have copies of their liquor licenses or liquor distribution licenses.

7. A written commitment made by the self-procuring businessman, stating clearly the contents of the trader, ensuring full satisfaction of the requirements on fire prevention and fighting and environmental protection according to the provisions of law at the office, business location and warehouse.

III. DOCUMENTS / RECORDS CUSTOMERS NEEDED TO PROVIDE

1. Certificate of business registration of business enterprises distributing alcohol products; 2. The contract on the purchase and sale of alcohol products or the principle contract signed between the enterprise and the manufacturer or the certificate of exclusive distributor in Vietnam;

3. Confirmation of conformity with food safety regulations for each type of alcohol expected to be imported or distributed.

IV. DOCUMENTARY AND PERMISSION AUTHORIZATION AGENCY

V. PROPOSED LAW OFFICIAL JURISDICTIONS

1. To compile dossiers, write business plans and work with competent agencies to fill in the procedures for the grant of liquor distribution licenses;

2. To compile dossiers on fire prevention and fighting, environmental protection commitments, to be certified by competent state agencies;

3. On behalf of the enterprise seeking the above business establishments of the provinces / cities directly under the Central Government having the function of trading / trading alcohol and signing contracts to act as agents for the company;

4. Coordinating or acting on behalf of the enterprise to find premises to sign the contract in order to prove that the company has a warehouse (alcohol) qualified in accordance with regulations; 5. Other related work.

VI. EXECUTION TIME Duration of service: 20 – 30 working days, from the date of receipt of valid documents
