Apply for retail liquor license

1. Procedures for granting licenses for retailing of alcohol products

* Step 1: An enterprise applying for a liquor retail license shall set up two sets of a dossier of application for a retail liquor retail license, one set shall be sent to the competent licensing agency and one set shall be kept at the enterprise.

* Step 2: Within 15 days after receiving the complete and valid dossiers, the state management agency in charge of industry and trade shall have to consider, evaluate and grant the liquor retail license. Personnel under the guidance of the Ministry of Industry and Trade. In case of refusal to grant a written reply, the reasons therefor must be clearly stated. If the dossier is missing or invalid, within 7 days after receiving the dossier, the state management agency in charge of industry and trade shall request the trader to complete the dossier.

* Step 3: Enterprises applying for permission to receive results at competent agencies.

Note: Each merchant is only granted a license to trade alcohol products. Retail licenses for alcohol products are valid for each period of 5 years. Before the expiration of the validity of the 30-day permit, traders wishing to continue trading in liquor products shall file a written request for re-grant of permits and submit them to the agency competent to grant permits for consideration and re-grant according to the provisions of law.

2. Dossiers of application for retail licenses for liquor products

A dossier of application for a liquor retail license (01 set) comprises:

+ An application for a liquor retail license, made according to a set form, issued together with Decree No. 105/2017 / ND-CP on liquor trading.

+ A copy of the enterprise registration certificate, the cooperative, the cooperative union or the household business. + A copy of the lease / lease contract or document proving the lawful use right of the proposed establishment as a retail location.

+ Copies of the introductory or principal contracts of the liquor producers, liquor traders or liquor wholesalers.

+ A copy of the paper on receipt of regulation conformity announcement or certificate of conformity of food safety (for alcohol not yet subject to technical regulation) of liquor products to be sold.

+ The written commitment made by the self-procured businessman, clearly stating the contents of the trader, ensuring full satisfaction of the requirements on fire prevention and fighting and environmental protection according to the provisions of law at the places of sale. individual alcohol.

3. The settlement agency – The district-level Industry and Trade Office where the enterprise is headquartered

4. Time limit for settlement – Within 15 days from the date of receipt of valid dossiers.

5. Fees – VND 200,000 for the centrally run cities and the cities and towns under the province (according to Point d, Clause 1, Article 2 of Circular No. 77/2012 / TT-BTC dated May 16, 2012 of the Ministry of Finance.
