Procedures:

The order of execution

– Order for Certificate:
+ To receive and check the validity of the dossier Within 5 (five) working days after receiving the dossiers, the competent bodies shall have to organize the examination of the validity of the dossiers; If the dossier is invalid, the competent body must issue a written notice and request the establishment to supplement the dossier. Within 30 (thirty) working days from the date of sending the notice requesting the supplement of the dossier, if the establishment has no reply, the agency competent to grant the certificate shall have the right to cancel the dossier.
+ Establishing a real appraisal team at the establishment Within 15 (fifteen) working days as from the date of full and valid examination of dossiers, the competent bodies shall organize the actual evaluation at the establishments. Where competent authorities at the higher level authorize the appraisal at the establishments, the competent bodies must issue written authorizations. After the appraisal, the competent lower-level agency shall have to send the appraisal result to the higher-level agency for use as a basis for the grant of the certificate; The appraisal team at the establishment shall be established by a competent agency competent to grant a certificate or an authorized agency for appraisal. The appraisal team consists of between three (3) and five (five) members, of which at least two thirds (2/3) of the members are engaged in professional or managerial work in food safety. At the facility, an independent expert with relevant expertise is invited. The head of the appraisal team shall take responsibility for the results of the appraisal at the establishments.
+ The contents of the actual evaluation at the establishment Collating information and checking the legality of the dossier of registration for the grant of a certificate to be sent to the competent agency with the original dossier kept at the establishment; Verification of food safety conditions at the establishment as prescribed.
+ Results of actual evaluation at the establishment The results of the appraisal must clearly state “Pass” or “Failure” or “Wait for completion” in the written record of appraisal of food safety conditions for establishments producing, preliminarily processing and processing foodstuffs; In case of “failing” or “waiting for completion”, the reasons in the appraisal minutes must be clearly stated. In case of “Wait for completion”, the maximum time limit for overcoming is 60 (sixty) days. After correcting at the request of the appraisal team, the establishment shall have to submit a report on the corrective result according to Form 3 to the competent body for re-appraisal according to regulations. The time limit for re-evaluation is 15 (fifteen) working days counted from the date the competent agency receives the overcoming report; If the re-examination results are still “unsatisfactory”, the competent agencies shall notify in writing the local management agencies thereof for supervision and request the establishments not to continue operating until they are granted the certificates; The actual evaluation record at the establishment shall be made in 02 (two) copies of equal value and the appraisal team shall keep 01 (one) copy and keep 01 (one) copy.
