Procedure Issuance of certificates of eligibility for food safety for agro-forestry -fishery production and business establishments (new granting, re-issuance upon expiry, re-issuance in case of change or supplementation of production sites export business, add business line)
The order of execution
Step 1:
In case of new issuance: The establishment shall submit dossiers at the OSS section of the agency competent to grant food safety certificates; In case of re-issue when expiry: 6 months before the expiry date of the food safety certificate; The establishment shall submit a dossier of application for re-issuance of a food safety certificate to the agency competent to grant food safety certificates. In case of re-granting due to change or addition of production and / or business places; Additional business lines; The establishment shall submit a dossier of application for re-issuance of a food safety certificate to the agency competent to grant food safety certificates. (The competent authority is assigned according to Decision No 2582 / QD-UBND dated 05/6/2015 of the City People’s Committee), as follows:
1.1. Department: Establishments have business registration certificates issued by the Department of Planning and Investment and the grassroots is decentralized by the Ministry of Agriculture and Rural Development in the city. – Sub-Department of Plant Protection inspects and issues certificates of establishments producing and trading in foodstuffs of plant origin which meet all food safety conditions: Crop production (including preliminary processing at the plant plantation).
– The Animal Health Department inspects and issues certificates of establishments producing and trading in foods of animal origin which satisfy all food safety conditions: Breeding, slaughtering, preliminarily processing, business establishments , consume.
– The Fisheries Sub-Department shall inspect and issue certificates of food production and / or trading establishments of aquatic origin fully satisfying the food safety conditions: Aquaculture.
– The Agricultural and Forestry Product Quality Assurance Department shall inspect and issue certificates of agro-forestry -fishery production and business establishments which meet the food safety conditions:
+ Cultivation products: preliminarily processing for processing, circulation and sale (wholesale market, auction market, specialized establishments, independent transport means)
+ Livestock products: Processing (sausage, fried, canned, dried, smoked, salted).
+ Aquatic products: Pre-processing, processing, circulation and consumption (wholesale market, auction market, specialized establishments, independent transport means).
+ Kitchen salt: Produce, preliminarily processed, processed, packaged, consumed in the country.
+ Combined products (plants, animals and aquatic products): Pre-processing, processing, cold storage for preservation of agro-forestry -fishery products, establishments producing packaging materials attached to agro-forestry establishments. Trading, selling, importing, exporting ice, for preserving and processing agro-forestry-fishery products.
1.2. Districts and townships:
Establishments having business registration certificates issued by districts, townships. The Department of Economy inspects and certifies agro-forestry and fishery productive establishments which meet the food safety conditions: Food Chain Cultivation, husbandry, aquaculture, salt production, mixed products, (plants, animals, aquatic products); These include: establishments producing, slaughtering, preliminarily processing, processing, packaging, consumption, cold storage for preservation of agro-forestry -fishery products.
1.3. At the commune, ward or township level: The establishments have business registration certificates granted by districts, townships. – Commune, ward and township People’s Committees shall inspect and grant certificates of agro-forestry -fishery production and business establishments which meet all food safety and hygiene conditions: food chain Cultivation, husbandry, aquaculture and salt production food, mixed foods, processed foods (plants, animals, seafood); These include: circulation, business, consumption (wholesale market, auction market, specialized establishments, independent transport means, business establishments).
Step 2: Within 3 working days after receiving the dossier, the competent agency shall have to consider the completeness of the dossier and notify it in writing to the establishment if it is invalid.
Step 3: Within 15 working days after receiving complete and valid dossiers, competent agencies shall verify dossiers; To inspect the results of classification of the establishments which have been conducted by the units or organize the actual inspection of food safety assurance conditions at the establishments (if necessary or in cases where the establishments have not yet been examined for classification).
Step 4: Issuance of a certificate of food safety eligibility or not granting a food safety certificate which must be in writing, clearly stating the reason.
How to perform Sending dossiers one of the following forms: – Directly at the OSS section of the agency competent to grant food safety certificates; – Fax; – By post, – E-mail; – Online registration (electronic network);
Composition, number of records – The application file includes:

a / An application for a food safety certificate;

b / The business registration certificate or investment certificate of food production or trading or the farm economy certificate: notarized copy or a copy enclosed with the original for comparison;

c / Explanations on material foundations, equipment and instruments meeting the food safety conditions;

d / The list of owners and food producers and traders who have been granted food safety knowledge certificates (with certification by production and / or business establishments);

e / A list of establishments’ owners and persons directly engaged in food production or trading, which have been certified by health establishments of district or higher level (as certified by their production and business establishments). – Number of files: 01 set.

Term of settlement
+ 03 days of receiving dossiers and instructions. + 15 working days from the date of receipt of valid dossier, including: Establishment of inspection team, inspection and examination of results, certification (in case the facility has not been inspected).
Objects implemented Establishments producing and trading agro-forestry and fishery products.
