FOOD SAFETY CERTIFICATE
Food safety is worrying people nationally. Many problems such as forbidden chemical usage in herding, planting, agricultural, aquatic product and food processing; low quality product manufacture, processing or environmental intoxication are badly affecting export and consumption. Food intoxications at public canteen, datas on food safety conditions of some countries in the world further increase people’s concern.
Food safety certificate is required document to manufacture and trade facilities. However, identifying which state agency has the authority to issue it is quite complicated due to the classification of food and according devolved management.

Issuance authority
Ministry and Department of Industry and Trade management
Ministry of Industry and Trade, Department of Industry and Trade have the authority to issue food safety certificate in the following situations: production of alcohol and beer, drink, processed milk, vegetable oil, flour, starch, cake, sweetmeat and candy.
Ministry of Industry and Trade: issues food safety condition qualified facility license for food import, 3 million litres/year or more of alcohol production; 50 million litres/year or more of beer production; 20 million litres/year or more of drink production; 20 million litres/year or more of processed milk; 50 thousand tons/year or more of vegetable oil; 20 thousand tons/year or more of cake and candy production; 100 thousand tons/year or more of flour and starch; chain of food trading facilities (except chain of mini supermarkets and chain of good stores which are equal sized to mini supermarket in accordance with the law); food wholesale facilities (including synthetic food) on at least 2 province or municipality of Vietnam.
Department of Industry and Trade: issues certificate or proposes People’s Committee of province, municipality to assign, devolve to regional authorizied agencies to issue certificate to food production facilities with smaller capacity.
Ministry of Health management
Health Supplement, mixed food addictives with new uses, food addictives that are not on the list of permitted food addictives or are used for inappropriate types of foods that are regulated by the Ministry of Health: Department of Food Safety.
Eating and drinking service, drinking ice manufacture:
- For enterprises; business households with minimum capacity of 300 meals/day; meals serving facility; eating and drinking services in hospitals, export processing zones, industrial zones; dining halls at colleges, vocational schools: Sub-Department of Food Hygiene and Safety.
- For business households: Division of Health belong to the district-level People’s Committee .
Ministry of Agriculture and Rural Development management
Agricultural, forestry, aquatic product manufacture and trading: Sub-Department of Agricutural, Forest, Aquatic Product Management.
Plant cultivation: Sub-Department of Plant Cultivation and Protection.
Animal husbandry: Sub-Department of Animal Health.
Food Hygiene and Safety Certificate application dossier
- Application form for Food Hygiene and Safety Condition Certificate for food trading facility;
- Legitimate copy of Business Registration Certificate with the following vocation: food manufacture and trading;
- Statement on facilities, equipments, tools assures food hygiene and safety conditions including:
- Processing description (technology process) of groups of products or each product;
- Certified copy of facility owner certificate, directly producing, trading person or list of personnels of directly producing, trading facilities that are trained in food hygiene and safety knowledge by educational facilities recognized by Ministry of Health. Note: this is not required under management of Ministry of Health.
- Copy of health certificate of facility owner and directly producing, trading persons or list personnels that are certified healthy by health agencies in accordance with the law.
