Law No. 09/2012/QH13 on tobacco harm prevention;

Circular No. 57/2019/TT-BCT guiding related-decree on trade in cigarrette;

Decree No. 185/2013/NĐ-CP providing the penalties on administrative violations in production and consumer rights protection.

Dossier for tobacco distribution license issuance

Request form for tobacco distribution license issuance;

Copy of enterprise registration certificate or business registration certificate or tax code certificate;

Copies of introduction documents, trade agreement of tobacco providers, in which states precisely intended trading area;

Trading location dossier, including:

• Address, size and discription of the trading area;
• Copy of document proving use right of trading location (owner, co-owner or leasing for at least 01 year);
• List of temperature and humidity checking and adjustment equipments in trading area;
• Report of business result (if request for reissuance, amend and complement of license):
• Report of business result within 03 years, enclosing detailed list and legitimate copies of trade agreements with each tobacco providers or other tobacco distribution enterprises, submitted taxes;
• Form of trade organization, method of distribution system management;
• List of traders, copies of enterprise registration certificates or business registration certificates and tax code certificates, license of tobacco trading (if has been traded) of traders joined or will join the distribution system.
